The study is divided into two interlinked work assignments. The objective of the work assignment 1 is to develop a framework to support policymakers and other stakeholders in the design and implementation of ‘individual learning accounts (ILAs)’ to empower individuals to invest in their own learning and build skills throughout their lives. Using the developed framework, the study will conduct in-depth analysis of the potential for implementing/expanding ILAs in five selected countries.

The objective of work assignment 2 is to explore the potential to develop and implement integrated financing, lifelong guidance and validation of non-formal and informal learning policies and systems. Using the developed framework and knowledge gained the study will look at two selected countries to investigate to what extent the current financing, guidance and validation policies and systems can be better integrated.
