The European Training Foundation (ETF) has promoted a holistic approach to governance, emphasizing the importance of multistakeholder, multilevel, and multi-thematic strategies. This approach is backed by the research showing that policies are more effective when developed inclusively, involving a diverse array of stakeholders. A prime example of this can be seen in the EU's new European agenda for adult learning.

In 2021, in response to the abrupt impacts of the COVID-19 pandemic, the European Union adopted a Council Resolution on a new European agenda for adult learning (2021-2030). Acknowledging the key position of adults in the digital and green twin transitions, the agenda sets ambitious milestones, aiming for at least 47% of adults aged 25-64 to participate in learning by 2025, and 60% by 2030. Impressive objectives, but even more impressive story behind them.

Sometimes, the processes behind policy development too offers valuable insights. The research study by Marcella Milana and Borut Mikulec (2023) shows that the adoption of the agenda was indeed a successful culmination of articulations, collaborations, and advocacies formed at various levels of EU governance. The Slovenian presidency’s “uncommon approach” significantly accelerated the agenda's implementation, highlighting the power of strategic partnerships and inclusive dialogue.

A lot can be learned from this example. The Slovenian presidency opted for an increased social dialogue to give voice to professionals, employers, and policymakers. But it's all about involving the right actors. As in the case of the new EU adult learning agenda, shared values and policy beliefs are fundamental to its success.
