While Serbia´s VNFIL system is in its early developmental stage, completed pilot activities resulted in a developed regulatory framework, which, such as the laws on the National Qualifications Framework (NQF) and on Adult Education, provide a broad platform for further development and implementation of validation arrangements.
Serbia identifying VNFIL development as a strategic objective indicates a recognition of VNFIL’s potential for further education, the workforce and labour market mobility. Significant developments in recent years include establishing a pool of accredited VNFIL providers with plans to explore including ten additional accredited Publicly Recognised Organisers of Adult Education (AEPRO) in VNFIL provision.
In Serbia, non-formal and informal learning is recognised through a system of recognition of prior learning (RPL). People with prior vocational experience can have their competencies assessed under the national qualifications framework and potentially gain certification at NQF/EQF levels 2, 3 and 5.
With the ongoing development of VNFIL arrangements, Serbia is in a prime position to expand the pool of accredited VNFIL providers and also widen the group of key national stakeholders in further developmental work and implementation. The proposed cross-sectoral approach involving labour market actors and employment services would provide Serbia an opportunity to strengthen integration between these social partners and its recognised providers of adult education. As VNFIL development and implementation progresses, fostering collaborative networks between such key national stakeholders would also support raising awareness about VNFIL’s potential for employment services and the general public.
