Does external evaluation of education and training providers complement an internal evaluation? Do all VET schools have to go through the external evaluation process? How is the evaluation system built up and how does it function in practice? These were some of the guiding questions for the members of the ETF Quality Assurance Forum in preparation of the peer visit to Montenegro. Upon the invitation of the Montenegrin Centre for Vocational Education and Training, the peers analysed the strengths and shortcomings of the quality assurance measures related to the methodology of external evaluation of VET schools and discussed together the advantages/disadvantages of different measures. The results of these expert discussions will be included to a set of recommendations translated into a 4-year quality improvement plan.
