NQF in a country without a functioning education system?

Arjen > I see that you are in Somalia.

Mile: yes - I'm in Somaliland - in Hargeisa - in 10 days I should go back home.


Arjen > Are you in anyway there for an issue related to the reform or development of their qualifications or education system?

Mile: Yes - EU is financially supporting and commissioning reform/development of education and training system, by developing Vocational/national qualifications framework in Somalia/Somaliland.
This particular short study is a feasibility study, including a draft proposal for Vocational qualifications framework and curricula  development for first 3 levels (for some of trades).


Arjen> To what extent can qualifications be of importance to a situation like in Somaliland/Somalia?

Mile: Well - we couldn't say that there is a real education (and training) system in Somaliland/Somalia. In other parts of Somalia, it's even worse.

The idea is to reform/develop vocational education and training system, by using qualifications framework as a tool. Later, a national  qualifications framework, and probably a regional qualifications framework to establish, helping other parts/countries in the region...

Well - what to say - it's a great experience for me...
