Micro-credentials are frequently promoted as a new way for individuals to build their own skills-profile (portfolio) by collecting and ‘stacking’ learning in a flexible way, at their own pace and according to own priorities. To fully understand the micro-credential phenomena, there is a need to understand how the technology-driven growth in micro-credentials and on-line badges interact with existing certification systems already serving enterprises, sectors and technology areas.
Limited evidence exists on the general labour market value attached to micro-credentials so asking critical and constructive questions regarding the character and challenges linked to them is necessary: Is the increased attention to micro credentials mainly linked to (digital) delivery form or is it related to a genuine change in the way we recognise knowledge skills and competences?
To address these and more burning issues, Cedefop has launched a new study on the role of micro-credentials in upskilling or reskilling in a fast-changing work environment. The new study will attempt to offer new and valuable knowledge on the characteristics of micro-credentials, their added value to individual learners, employees and employers as well as their impact on existing qualifications and recognition systems.

Regarding the links of MC and NQFs, we will try, in the context of the second work assignment (WA2) of the study, to position the phenomenon in relation to the ongoing evolution of qualifications and certification systems. The following questions will orient the research: Which are the objectives and roles, if any, of micro-credentials in national qualifications and credentials systems? Are micro-credentials referred to in the overall policy discussions and strategy papers on national qualification system development? Which are the main drivers behind introducing micro-credentials? And we will also try to explore how MC are part or are planned to be included in NQFs, their relationship to national credit transfer systems and links to validation/recognition of prior learning.. These questions are also related to the work we are currently doing on the Future of VET project which focuses on the changing content and profile of VET qualifications.
