The European Training Foundation (ETF) in partnership with Directorate-General for Education, Youth, Sport and Culture (EC-DG EAC), the Ministry of Education and Science (MoES) and the Ministry of Digital Transformation of Ukraine have launched a nationwide study to assess the digital competences of teachers in primary and secondary education in Ukraine using SELFIE for Teachers, an innovative self-assessment tool developed by the European Commission (EC).
In line with the New Ukrainian School initiative and after the translation of the EC’s tool in Ukrainian, a first round of the study was officially launched last week on 7th November 2025. The event gathered more than 500 participants, including local and state stakeholders. The recording of the event has already reached almost 9,000 views online—showing strong engagement and commitment on the study.

Data collection will take place from November to December 2025, engaging a representative sample of more than 400 schools and more than 8,000 teachers from every region of Ukraine.
The collected anonymous data will be analysed to identify primary and secondary teachers' needs. These insights will serve as a foundation for evidence-based policy making and research, enabling authorities to more effectively support educators as they enhance their digital competence through the design of relevant professional development initiatives at regional and national levels.
After the study, the EC tool SELFIE for Teachers will remain available to all teachers in Ukraine to support professional development.
A second round of the study will broaden its scope in 2026 to include vocational education in Ukraine, aiming to identify the specific requirements of this sector.
The European Training Foundation (ETF), in collaboration with all institutional partners involved, will continue to deliver resources and expertise to ensure the successful completion of the study by 2026.
