There is no single formula that prescribes what is needed to establish quality and adaptable career guidance system to deliver to the needs of students and adults. It is a result of a complex and mutually reinforcing interplay of various layers in private, public and political systems at institutional, organizational and individual levels.
It is important for the stakeholders in every country to continuously review, analyze and revise career guidance frameworks and practices, to ensure synergies across their activities and functions. In order to develop resilient, responsive and adaptive career guidance system, a strong culture of inter-departmental cooperation and individual ownership is needed. Stakeholders in the career guidance system are not limited to government agencies, sub-governmental organizations and education providers; they also include employers, civil society organizations, private sector, parents, students and those individuals who aspire to step on the path of life-long learning.
To support this dialogue and in line with its long-term engagement in enhancing career guidance policies and practices, the ETF has produced, with the help from national experts, Career Guidance Factsheets for Albania, Kazakhstan, Montenegro, North Macedonia, Serbia, Turkey and Ukraine.
This is an easy to navigate document that maps career guidance enabling frameworks, policies, practices and capacities for each of those countries, with an objective to support and inform domestic and international policy dialogue.
