In the South-East Europe, Türkiye and Israel region, Centers of Vocational Excellence (CoVEs) are becoming an integral part of the EU's vocational education and training (VET) policy framework. These unique institutions, tailored to local and regional contexts, play a crucial role in aligning educational outputs with industry requirements. By fostering partnerships among educational institutions, businesses, and public authorities, CoVEs contribute to the development of a skilled workforce that meets the evolving demands of the labor market.
For example, the ETF experience highlights that Vocational Excellence is a key driver of reforms in the VET sector at the international level, emphasizing a bottom-up approach. European policy documents, such as the European Skills Agenda, the 2020 Council Resolution on VET and the Osnabrück Declaration, recognize vocational excellence as a vehicle for achieving policy objectives in VET within a lifelong learning (LLL) perspective. The Erasmus+ programme plays a vital role in supporting partnerships for excellence.
In essence, the ETF observes that CoVEs are network institutions and/or platforms dedicated to providing vocational excellence learning opportunities to learners and contributing to the skills ecosystems in which they operate. Through local and international cooperation and involvement with a range of stakeholders (both public and private), CoVEs can be seen as pathfinders and/or leaders adopting a context-specific approach to vocational excellence. This enables them to adapt to evolving economic and social needs while promoting local business development and innovation. CoVEs deserve further recognition as they can play an effective role as hubs for informing VET policies and system change within a lifelong learning (LLL) perspective.
Overall, this webinar aimed to explore the significance of CoVEs in identifying relevant skills for industry and to share successful practices from the region. The webinar aimed to examine the role of Centers of Vocational Excellence (CoVEs) in aligning vocational education and training (VET) with labour market needs in the South-East Europe, Türkiye and Israel region. It addressed the challenges CoVEs face in identifying and implementing industry-relevant skills while showcasing successful case studies that bridge the gap between education and industry requirements. Additionally, the webinar sought to facilitate networking and collaboration among stakeholders involved in VET and industry partnerships.
By participating, attendees gained valuable insights into the significance of CoVEs in vocational education and their impact on skill development. They were also exposed to good practices from the South-East Europe, Türkiye and Israel region, enhancing their understanding of how effective partnerships were formed and maintained within the VET skills ecosystem.
