N(N)LE International Business and Economic Development Center carried out implementation EU funded project on “Contributing to the formation of the agenda and institutional preconditions for enhancing digital competencies in Ukraine, Georgia and Belarus” with partners Polissya Foundation for International and Regional Studies from Ukraine and Scientific and Technological Association “INFOPARK” from Belarus- in the framework of EaP CSF Re-granting 2019 Program.
The overall aim of the project was creation necessary conditions for launching national digital skills and jobs coalitions and setting-up e-competence frameworks in Ukraine, Georgia, Belarus by developing the necessary methodological basis simultaneously with facilitating communication between key stakeholders in digital skills and competencies fields of target countries.
Adopting the system of standards under the European e-Competence Framework umbrella in the EaP partner-states will provide a common language among the European Union and Eastern Partnership countries to describe the competences (including skills) and knowledge requirements of ICT professionals, professions and organizations at five proficiency levels in order to meet the needs of individuals, businesses and other organizations in public and private sectors.
Conducted 3 focus group meetings with project beneficiaries-leading ICT companies and users of eskills for identification of eskills and digital competences that are required to satisfy e-skills needs in Georgia, Ukraine and Belarus.
During the focus group experts noted the need to adopt a certain framework of digital competencies, citing the fact that Georgia, is part of Europe and the implementation of documents and standards developed in the EU in the context of digital competencies is appropriate.
As a result In the framework of the project to the following indicators were achieved:
- Indicator for the outcome 1: Guide and Roadmap for Setting up e-Competence Framework in Ukraine, Georgia and Belarus have been elaborated and printed in Georgia, Ukraine and Belarus;
- Indicators for the outcome 2: Developed MoU and Guideline(Toolkit) for establishing Digital Skills & Jobs Coalition in Georgia, Ukraine and Belarus;
- Indicators for the outcome 3: At the end of the project was organized round table for stakeholders in Tbilisi. Discussion during the round table will be focused about the Project activities, achievements and future plans for development digital skills and competencies in Georgia, Ukraine and Belarus.

Dear Alessandro, Greetings! Thank you for your feedback and good tips for sharing Blog about the project. Good question about creation of Digital Skills and Jobs Coalition in the mentioned countries, Regardless our project Developed MoU and Guideline(Toolkit) for establishing Digital Skills & Jobs Coalition in Georgia, Ukraine and Belarus; the responsible government bodies of the countries haven't established the coalitions yet. It should be noted Ukraine created different format of the coalition with broad scope last year, which combined several directions of Digitalization. It was only established in Armenia formally in 2017, Digital Skills Partnership platform was launched at 2020 December 15 in Azerbaijan. In terms of EaP Deliverables 20 for 2020, countries have commitment to establish the coalition in line with EU National Coalitions for Digital Skills&Jobs.. Last four years, I attended at the various EU4Digital events and used opportunities kindly remind to EaP government representatives for establishment of Digital Skills & Jobs Coalition. Always welcomed and promised but weren't performed.

Please keep updating the community with progress, Digital Skills and Jobs Coalitions are key in order to engage relevant stakeholders, including CSOs in the promotion of digital skills and competences. Finland, in collaboration with Unicef, Ministry of Education and Science, and Ministry of Digital Transformation of Ukraine is currently discussing/planning interventions (in the framework of development cooperation) to enhance teachers' digital skills in Ukraine. Any information / ideas to support our work and to avoid overlapping interventions will be most welcome!

Minna, glad hear from you and about Finland collaboration with UNICEF in Ukraine for enhancing digital skills. Sorry, but I am disappointed with your comment, pls clarify what does it mean :"avoid overlapping interventions"?! By the way the Project, which you mentioned just narrow part of enhancement digital skills in Ukraine. Actually there are significant gaps in Ukraine and other EaP countries in the field and much more to be done. at the policy level, in education and Business. I have shared picture based on real samples country by country. I am representing of EaP CSF and responsible for digital issues and my scope of engagement is broader. We are third equal part involved with European Commission and EaP Governments for implementation EaP goals and objectives,
