You are working hard to reform vocational education and training in your country and realise that when you change one thing, it has an impact on other parts of the system. Why is that? There is no mystery. It’s the way systems work.
A system is more than the sum of its parts. People, institutions, policies and practices all interact and create new dynamics and influences that affect the system itself. Systems function better when institutions and actors at national, regional and local level share the same vision and work together. That’s the power of multilevel governance.
But what sort of partnerships and how to build them? How to involve stakeholders in decision making? And how to coordinate the different actors in designing visions and strategies, and in policy delivery?
This is where the ETF’s VET governance toolkit comes in. It is an internationally recognised reference, offering a set of tools to spark strategic conversations and help countries implement their own reform agenda through multilevel Governance.
These tools guide all the different actors engaged in creating better functioning lifelong learning systems on the:
• main principles of multilevel governance applied to VET.
• vision building to define a comprehensive VET and lifelong learning agenda.
• institutional arrangements to implement the reform agenda.
• costing, budgeting, financing and funding.
• role of social partners and other civil society organisations.
• interplay of national and sub-national levels, including decentralisation and autonomy.
• monitoring and assessment of country progress in multilevel governance.

The 2030 Agenda for Sustainable Development promotes the effective, accountable and inclusive governance of public policies. This implies a multi-level and multi-actor public space. It also implies participatory processes rather than top-down models.
The ETF supports countries in embedding this approach in human capital development through:
• Support for ANALYSIS: this usually involves mapping the roles of institutions, assessing their progress and identifying ways to leverage their potential. This process is relevant for many countries and leads to awareness of, and consensus on open issues in VET governance.
• Mentoring on comprehensive CHANGE: this involves advice on the introduction of new institutional arrangements. A strong commitment to better VET governance is a prerequisite for success and a precondition for the ETF proffering support and advice on change processes.
