In Türkiye, implementing VNFIL has been a priority as part of developing its qualifications system. The country’s identifying VNFIL development as an instrument for economic policies indicates a recognition of VNFIL’s potential for the workforce and labour market mobility. Given this focus and supporting various disadvantaged groups, Türkiye’ s attention centered on the labour market and VET sector while there are also practices in general and in higher education.

Significant developments in recent years include establishing a legal framework for VNFIL development, with regulation in place for principles and implementation of VNFIL regarding accreditation of providers, assessment and regulation. The collaborative inclusion of labour market partners in the development of new vocational qualifications is a good practice approach.

Building on this progress, Türkiye is in a good position to expand VNFIL implementation in general and in higher education while launching initiatives to raise more awareness among the general public. As VNFIL expands, the country would be well placed to review structures and responsibilities in place for alignment with the needs of developing validation system. Sustainable funding mechanisms are key to bolstering this system along with relevant quality assurance structures and continued alignment of vocational training with National Occupational Standards.

Furthermore, identified areas of future development include: a) attracting more adults to use validation in occupations for which certification is not mandatory; b) increasing women participation in validation services provided under the VQA (Vocational Qualifications Authority) and c) enhancing the link between certification and access further learning through transferability of learning outcomes confirmed by VQA certificates.
