With Montenegro’s VNFIL system reaching operational stage and an underpinning legal framework in place, the next phase of development is expected to focus on implementation arrangements. Recognizing the clear advantages for economic development and active labour market policies, Montenegro is working on raising awareness about VNFIL across sectors and among relevant segments of the workforce.

In recent years, developments were made in the transferability of qualifications, enhanced flexibility of learning pathways, and in the recognition of VNFIL in national strategic and planning documents for education, employment and digitalization.

From 2019 to 2022, more than 1300 validation certificates were issued for vocational certificates and more than 900 for key competencies for adults. In Montenegro’s VNFIL system, competencies and skills are assessed by licensed adult education providers and learners can gain a vocational qualification at levels 1 to 5 on the Montenegrin Qualifications Framework (MQF), which is referenced to the European Qualifications Framework (EQF).

Montenegro’s legal and strategic framework, and the MQF provide a solid basis for fully embedding VNFIL through establishing key guidelines and regulations for implementation, defining quality assurance procedures, and ensuring various supporting mechanisms are in place.

Additionally, as there is a growing recognition of VNFIL’s benefit for various sectors, Montenegro has scope to further strengthen linkages between key national stakeholders. One approach may be the development of collaborative structures around such themes as the inclusion of VNFIL in economic development, labour market, and employment action plans.

Furthermore, establishing or joining international cooperation mechanisms around sharing best practice and peer learning activities may similarly be beneficial, especially in the areas of VET development and active labour market measures.
