While Kosovo’s VNFIL system is in its relatively early developmental stage, the country has the necessary mechanisms and infrastructure in place to continue development and broaden implementation. Kosovo identification of VNFIL development as an important policy instrument is underlined by a dedicated VNFIL budget deployed to actively enhance entry, progress and mobility for the labour market.
Significant developments in recent years include the establishment of the legal basis for full implementation of VNFIL at all levels on the National Qualifications Framework (NQF). Defining VNFIL as Recognition of Prior Learning, the legal framework assigns clear responsibilities, establishes principles and clear procedures for implementation for VET and higher education, while also providing a set of relevant guidelines on the utilisation of VNFIL across the education system. Although the legislation covers VET and higher education sectors, implementation is currently limited to vocational qualifications up to NQF/EQF level 5.
Furthermore, Kosovo also made good progress with various capacity building and awareness raising exercises, and established good levels of coordination between key stakeholders. In addition to creating a shared vision and understanding, the country also introduced a dedicated funding mechanism for VNFIL and digital processes to support future upscaling activities.
Building on this progress and engagement, Kosovo is in a prime position to more actively involve various key actors from the private sector and civil society organisations, particularly in the context of reaching VNFIL target groups. Awareness raising initiatives could highlight existing good practice, such as the provision of free of charge RPL to the unemployed. Further opportunities include developing a robust data collection mechanism, enhancing capacity and providing sustainable funding across the system to support expanding the current scope of developments.
