Albania identifies the development of a VNFIL system as a national priority for the years leading up to 2030. A centrepiece of the Albanian National Employment and Skills Strategy (NESS), VNFIL development is seen as an important policy instrument supporting the diversification of skills development and retraining offerings while also promoting inclusion and mobility in the labour market.
Significant developments in recent years include the establishment of the legal and policy framework for VNFIL in Albania, setting the stage for such next phase regulatory work as defining the functions, structures and designated responsibilities of VNFIL implementing institutions.
In Albania’s vision, non-formal and informal learning will be recognized through a system of validation of prior learning. It is foreseen that people with prior vocational experience will have the opportunity to have their competencies assessed and they can potentially gain a vocational qualification at levels 2 to 5 on the Albanian Qualification Framework, which is referenced to the European Qualifications Framework.
With this current focus on VET, plans for the moment do not include extending this service to higher education, labour market or the third sector. While this may be a future project, developing collaborative structures among key Albanian stakeholder groups would provide an opportunity to embed learnings and insights from existing VET providers and private sector bodies into VNFIL development.
In addition, establishing international cooperation mechanisms around sharing best practice and peer learning activities could be similarly beneficial, particularly around such themes as providing relevant training opportunities for qualified practitioners.
