Update 155 countries planning, developing and implementing qualifications frameworks

Here is the latest ETF update on international developments.

The development of national qualifications frameworks is mainly driven by regional or transnational qualifications framework developments. Sometimes, these focus only on HE, sometimes on VET, but increasingly on LLL
