Vocational Education and Training (VET) Decentralisation in Ukraine: Momentum for Action
This resource provides detailed insights into the challenge of introducing a new system of multilevel VET governance in the context of the decentralisation of territorial administration.
Short description:
This report was developed as support for discussions by the Ukrainian parliament on the challenge of VET reform, and in preparation for the drafting of a new VET law. It is the result of work carried out by the ETF, working with local and international experts, and a national ‘task force for VET reform’, involving high-level stakeholders representing state and non-state institutions and active donors.
A number of strategic issues that must be addressed by the pending legislation are covered, including:
- the introduction of a system of good multilevel governance for VET decentralisation;
- the optimisation of the VET system based on the development of regional school networks;
- the improvement of operations in the context of decentralisation;
- the role and development of public-private partnerships in Ukrainian VET provision.
The report explains the rationale for the Green Paper. It provides a reminder of the key role that VET plays in a modern economy and offers recommendations on immediate steps to be taken, such as the creation of:
- a vision for VET in Ukraine;
- an inter-ministerial platform for dialogue on VET reform;
- a roadmap for VET reform.
