Putting skills on the regional development agenda: a governance issue

Aimed chiefly at policy makers in ETF partner countries, this policy brief examines how approaches to governance can be developed to foster regional and local skills development. Drawing on ETF experience in supporting partner countries, at a national and, more recently, regional level, the policy brief starts by recalling that human capital development is a key asset for regional and local socioeconomic development. It further highlights that many countries now harness regional and local efforts with respect to developing skills, relying on the involvement of actors at a local level.

The brief lists the functions of VET that can easily justify regional or local intervention, requiring a participative approach to VET governance at the local level. It points out that for local actors to make a difference, they need to have some control over regional and local skills development processes. Mechanisms that provide such control include multilevel governance processes, systems for engaging with local stakeholders and more formal mechanisms for collaboration based on public-private partnerships. The brief summarises how conditions can be created to enable more effective institutional engagement with stakeholders, based on shared responsibility, joint assessment and the creation of platforms for policy dialogue. The text is illustrated with case studies from Albania and Tunisia.

The basic message is that addressing human capital development, not only at the national but also the regional and local levels, increases its effectiveness by ensuring a better match between skills’ supply and demand.
